If a city or town reduces the per capita annual operating budget for a law enforcement agency, the city or town shall reduce the annual operating budget for all departments within the city or town in an amount equal to the reduction in the per capita annual operating budget for the city's or town's law enforcement agency. The per capita annual operating budget for the city's or town's law enforcement agency shall be the last budget to be reduced. For the purposes of this subsection, funding for a onetime capital improvement is not considered part of the operating budget for a city or town department."
